Project Description

In January 2016 the Regional Project of the Japan-Caribbean Climate Change Partnership (J-CCCP) was launched in Barbados. J-CCCP is funded by the Government of Japan and is implemented by United Nations Development Programme (UNDP) Sub regional Office for Barbados and the Organization of Eastern Caribbean States (OECS). The initial period for this project was two years but due to many circumstance the project period was extended to December 2019.

The Japan-Caribbean Climate Change Partnership (J-CCCP) is designed to strengthen the capacity of countries in the Caribbean to invest in climate change mitigation and adaptation technologies, as prioritized in their Nationally Appropriate Mitigation Actions (NAMAs) and National Adaptation Plans (NAPs). The Participating countries include: Belize, the Commonwealth of Dominica, Grenada, the Republic of Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and the Republic of Suriname.

The national coordination of this project lies with NIMOS. The Japan-Caribbean Climate Change Partnership encourages policy innovation via the following outcomes:

  • Outcome 1: Nationally Appropriate Mitigation Actions (NAMAs) and National Adaptation Plans (NAPs) to promote alternative low-emission and climate-resilient technologies 
  • Outcome 2: Adoption and implementation of mitigation and adaptation technologies
  • Outcome 3: Strengthened knowledge networks through shared South-South and North-South experiences.

Actions taken
The project is approaching the end. The following results have been achieved in the past 4-year period:

Outcome 1
Suriname’s first Nationally Appropriate Mitigation Action (NAMA) has been formulated. It was decided to work with a sectoral approach for the NAMA. The most important sectors were the Energy and Forestry sector. These are the two sectors that Suriname has included in its Intended Nationally Determined Contribution (INDC), to the Paris Agreement in 2015. The Energy sector was chosen from the two sectors. The focus was on the electrification of the interior. The selected areas are Stoelmans Island and Snesikondre. These areas have been chosen because they fall within the policy plans of both the Ministry of Regional Development (RO) and the Ministry of Natural Resources (NH).

Work has also been done on the formulation of Suriname’s first National Adaptation Plan (NAP). A number of components were included in the formulation of the NAP. The NAP is divided into a strategic part and a sectoral part. Furthermore, attention was also paid to the structure of implementation, monitoring and evaluation of the actions under the NAP. The NAP is now in the final phase.

Outcome 2
This outcome falls entirely under the coordination of Suriname. An amount of $600,000 was available. With this there are 2 government projects and 3 projects from civil society
The approved projects are:

  1. “Encouraging children’s homes to grow crops and fish for food security and climate change resilience” the project of the Ministry of Agriculture, Animal Husbandry and Fisheries;
  2. “Enhancing access to drinking water for the Maroon community of Asigron Brokopondo” the project of the ministry of Regional Development; and

The 3 projects from the NGO’s are:

  2. “INFRA HUB, a center for practical knowledge education” – Anton de Kom University Suriname, Faculty of Technological Sciences, Department of Infrastructure;
  3. “Everyday food: growing vegetables no matter what weather” Subtitle: “Education on simple sustainable agricultural methods at selected primary schools through the use of second hand PET bottles” – Kesabaran Foundation.

Outcome 3
A Knowledge, Attitude, Practice / Behavior (KAP / B) study has been done in Commewijne and Marowijne / Sipaliwini. Based on the results of the KAP / B study, a Communication Strategy has been designed.

In addition, the Youth Climate Change Conference was organized in Jamaica in 2017. The J-CCCP project has made a major contribution to this. Three young people from Suriname participated in this meeting, which was held from 10 – 12 October 2017.
